The following business was conducted by members of Oak Hill Union Local School District Board of Education during a meeting held Wednesday, April 27.

Oak Hill School Board President Aaron Michael called the meeting to order. This was followed by a roll call by Oak Hill Treasurer Rhonda Harrison.

Board members attending the meeting that night were Michael, Board Vice President Regina Boggs, and board members Joe Elcess, Mike French, and Paula Stewart.

Next, Michael asked for a motion to approve the minutes from the March 16 board meeting, as well as the financial report for March. The board members voted to adopt and pass the items.

The next part of the meeting was the recognition portion. Oak Hill Superintendent Dr. Marci Shepard, who attended the meeting remotely via Zoom, recognized the school district’s secretaries, as April 27 was Secretary’s Day. She recognized Alicia Shaner, Judith Woodruff, and Angie Bias at the Central Office; Rita Malone and Brenda Rochus at the middle school/high school; and Penny Parker and Tonya Lester at the elementary school. She thanked them for their hard work.

Following the recognition was public participation. No one participated in the public-participation portion of the meeting, but there were a few folks present in the crowd.

Then, Dr. Shepard gave her superintendent’s report. She first thanked the board for allowing her to join them remotely because she had a family emergency. Dr. Shepard then touched on some “key dates” for May. She noted that May 15 is Baccalaureate, May 19 is kindergarten graduation/senior fun day, and May 20 is Oak Hill graduation. She also noted the OHULOEA Memorandum of Understanding (MOU) and district contract renewals.

The next section of the meeting involved personnel. The board approved the hiring of Kay Cooper (sub bus driver), Ryan Coon (sub bus driver, custodian, grounds, teacher’s aide), Angela Conpston (sub teacher), Barbara Echler (sub teacher), and Marah McCarty (sub teacher). The board also approved the resignation of Crytal Middletown as a teacher, effective August 1, 2022. The board approved administrator contracts for Whitney Crabtree (three-year), Randy Layton (three-year), Scott Lewis (three-year), Susie Michael (three-year), Morganne Newsom (three-year), and Rebekah Potter (three-year). A treasurer's contract for Rhonda Harrison (five-year); and teacher contracts for Lacey Bame (three-year), Shelina Cherrington (one-year), Gretchen Ehman (one-year), Shayna Hagerty (three-year), Brittany Ruth (three-year), Jessica Swackhammer (three-year) and Kyle Wells (two-year). There were some classified contracts for Jodi Barger (two-year), Randall Hammond (two-year), Bethany Harden (two-year), Randy Hughes (two-year), Joe Stewart (three-year), Dakota Swann (two-year), Rebecca Terry (three-year), Jami Turner (two-year), Donald Waldren (two-year) and Jessica Wyckoff (two-year) also approved. The final piece of personnel was to approve the resignation of Oak Hill Head Varsity Football Coach Chad Vanderhoof.

The next piece of business was the approval of some field trips for the 2021-2022 school year. The board approved the following trips:

  • April 22, Oak Hill BPA, Bob Evans (Rio Grande, OH)
  • April 22, FFA, District Meeting (Pomeroy, OH)
  • April 30, FFA, OSU Animal Science (Columbus, OH)
  • May 5, Choir, Jackson Area YMCA NDOP (Jackson, OH0
  • May 7, Performing Arts/Band, Ohio University Glidden Hall (Athens, OH)
  • May 11, Junior High Achievers (6th Grade), Columbus Zoo (Columbus, OH)
  • May 13, Junior High Achievers (8th Grade), King's Island (Mason, Ohio)
  • May 18, Junior High Achievers (7th Grade), Columbus Zoo (Columbus, OH)
  • May 18 (Rain date: May 20), 2nd Grade, Central Park (Oak Hill, OH) (This is a walking field trip.)
  • 2022-2023 School Year: Boys’/Girls’ Basketball and Cheerleaders, Hoosier Gym (Knightstown, IN)

Michael then asked for a motion to approve some financial matters involving a MOU with Holzer Health System for the 2022 random-testing requirements for bus drivers. The board voted in favor of the MOU.

Next, the board approved the J. Floyd Dixon Memorial Grant/Columbus Foundations, Inc. in the amount of $4,000 to purchase an engaging set of history books for the elementary school library

The board then approved REA and Associates, Inc, Accountant & Consultants for Business & Government, to audit the district’s Medicaid School Program and related cost report for the period of July 1, 2020, through June 30, 2021, and the subsequent periods ending on June 30, 2022, and June 30, 2023, in the amount of $2,650 per year.

A motion was then made to increase the rate of pay for summer-school teachers. The new rate will be $30 per hour. The board voted in favor of this increase.

The board also approved the adoption and purchase of World of Wonders for the Elementary (PK-5) Literacy Curriculum, and the recommendation of Local District Coordinator Susie Michael to enter into a Transportation Agreement/Waiver/Release for the remainder of 2021-2022 school year for Ashly Glassburn and Alana Leslie.

The board authorized the Treasurer to advertise for the 2022-2023 “Request for Proposal” for the following: cafeteria supplies, milk and bread, tires and tubes for buses, vans and trucks, gasoline and diesel for buses, pest control services, sports/athletic apparel, pizza, snow/ice removal services, vehicle towing services, and printing and media production. The board also approved some fund transfers, and donations.

Then, Michael went around the room and asked if any of the following had final communications: union representative (none), treasurer (highlighted financial items), superintendent (noted staff appreciation week and thanked the board and community for their prayers and support for her family during this time), and board members (Joe Elcess wished good luck to Brian Shepard on his healing and recovery and gave congrats to the Oak Hill Marching Oaks).

At 5:41 p.m. the board, along with Dr. Shepard and Harrison, went into executive session to discuss the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of public employees. The board returned from executive session at 6:55 p.m. The board then approved an MOU with OHULEA for supplemental contracts.

The next scheduled meeting of Oak Hill Union Local School District Board of Education is set for Wednesday, May 25, at 5:30 p.m. at the Oak Hill Middle/High School Library.
