Jackson-Vinton Community Action, Inc, (JVCAI) can assist income-eligible residents of Jackson and Vinton counties with their residential water/wastewater bills.

The Low-Income Household Water Assistance Program (LIHWAP) helps with water and wastewater bills; this program includes stormwater. Eligible clients are those at or below 175 percent of the Federal Poverty Guidelines (the last 30 days to 12 months); those who have been disconnected or received a disconnection notice; or those that need to establish a new service or transfer a service. LIHWAP applications can be completed online or in person. This program will run until Sept. 30, 2022.

The following are the steps and documentation needed to apply: Photo ID for Primary Applicant; Social Security Cards or Birth Certificates for all household members; Proof of legal residency for all household members; Income Documentation of the last 30 days up to a year for all members over the age of 18; Most current water/wastewater bill; Letter of disconnect or the new address of the transfer (the utility bill must be in an adult’s name); The utility account must be coded residential – except in master-metered circumstances, which must be applied as separate units; Proof of Disability (if applicable); and Landlord documentation if water bill is in landlord’s name and the client is responsible to pay.
