Mayor Heath: 'A funding issue, not a spending issue'

With that assertive declaration, Jackson Mayor Randy Heath made his case with the media -- and by extension, the public -- for the voters' approval of a new 1 percent city income tax in the May 8 primary election with the revenue to be used to support the Jackson Police Department.
